1st: no matter how low a perception you have, and no matter how high the opponent's dex is, (that is, if hitroll is going to be based on perc). you should, be able to hit him, just not as much.
It isn't really right if its like 'since you have a low hitroll you can't hit anything, how does the hitroll/dex thing work, anyway?
I had an idea, but it'll mean changing the whole system so I wont be saying it :P
