Chances of Sniping?

Reaper says, 'why can't a gun shot have the off chance of instantly killing somebody?'

LadyAce says, 'so unless we want to give up on making swords and daggers worth your time, we can't replicate guns 100%. We can only make them a viable option among many viable options.'
