Just curious but have you imms considered how these ticks measuring time
in minutes instead of half hours is going to affect quests that require
you to do things that need to be done at a certain time to
work right?

They'll still require the same number of half hours. I believe Rufus
explained this above when the question was asked "how will we tell when
a tick has passed?" The ticks still occur at the top of each hour and on
the half hours.
