since this board is upstairs, and the welcome board isnt
elsewhere ooc, why not make the welcome board 1.board in this room?

Seems people aren't happy with this regardless of the order. We'll
llikely stay with this one as there are numerous welcome boards accessible
elsewhere in the game.
