I recently had to increase my perc from 96 to 100 just so
I'd be able to aim.. I'd lose aim once or twice just about
every time I aimed up, that shouldn't even happen at 80 perc!
Also there shouldn't be 5 levels of aim, 3 is plenty.

I think you're just unlucky. I only have 93 perc and I almost
never screw up my aim.
