Instead of using .5 as a basis for stat point on hr/dr items
why not use .25, then the items that are old and supposedly
out of spec are not worth as much as they are now, and keep
the 50 max on hr/dr? THen you dont have as large of a diff
between old eq and the new stuff, and you still accomplished
what was the complaining by leaving the 50 cap on the stuff.
My 2 cents

I think the problem was less that people could get more than
50 hit/dam, and more that people with extremely low dex or strength
could get more hit/damroll from eq than a character with 100 dex/str
would get naturally from their stats. Making hit/dam "count" less
would in turn make it easier for characters with low dex/strength to
get these super-inflated hit/dam numbers again.

I agree with changing the damroll items, that's fine with me.
Not everyone should be able to damcap, however the changes in hitroll
are obscene because everyone should be able to land basic attacks.
Contrary to the popular belief and whinings of ignorant players,
damroll is NOT a necessity. You can do medium damage attacks with
no damroll (fitting for some character types). Without hitroll bonuses,
you can do NO damage to anything.
There is too big of a coding emphasis on hitroll.

make dam roll from base str higher, with 100 giving maybe 30 or so, and
return eq to as was, with a cap of 20, or even 15 from eq.

I think the change was ok for the variety in eq one may use now
but it was nothing but detrimental in combat since the hit table
wasn't adjusted too. It was bad enough before, the only prob was
that heavy weapons max dam is too high but changes seem to revolve
around hitting less, we end up damcapping one round, missing the next.
It's almost as ridiculous as the way most skills work..

-Nod- Damroll isn't essential, but I'm really not sure about the changes
this makes to hitroll since even at 23hit 100dex people DON'T hit very wel
worn ridings were a neccessity even on my 100 or 91+ dex characters, and
while the old ones like the change since they -still- have a stack of old
hr eq, I'm not too sure I like fighting at 23-20hr.
